Title I Programming

Since 1965 and the passage of the Elementary and Secondary Education Act, Title I has been the largest source of federal funding to the nation's public schools.  Based on local demographics and poverty data, Title I formulas provide funding for supplementary instructional services and resources that assist students in meeting local learning targets.

The Bangor School Department offers either federally or locally-funded Title I instructional support programs in all K-8 schools.  Seven Bangor schools meet the requirements for operating federally funded programs.  Among these seven schools, six have earned Schoolwide Program approval, a designation that provides significant flexibility for providing support services and instructional resources to all students in the building.  After a year-long integrated planning process, Abraham Lincoln School, Downeast School, Vine Street School, Fairmount School, and James F. Doughty School began operating Title I Schoolwide Programs in 2009-2010. After a similar planning process, the 14th Street School moved to a Schoolwide Program model in 2010-2011.  Mary Snow School continues to operate as a Targeted Assistance program.

The Bangor Title I program emphasizes early literacy, and all K-3 schools (federally or locally funded) have from one to three Reading Recovery trained teachers on the Title I staff. As students progress through the early primary schools, additional Title I services are available to those students who require assistance in reading and / or mathematics

Bangor's Title I program extends into grade 8, with the James F. Doughty School as one of only a handful of middle school programs in Maine. At the 4-8 level, the emphasis of the program is providing direct instruction and extended academic support to students as part of the each school's yearly continuous improvement plan known as School Competency (SCC) Planning.  An overarching goal at the 4-8 level is building "academic fluency" skills, future / career planning, and applying technology to support learning.

It is the belief of the Bangor School Department that parents play the primary role in the achievement of their children and, as such, the Department seeks to involve parents of all children in activities that will enhance their connection to the school and expand their ability to support learning.
